Statistical statement P 1c-01 is a statement of the number of employees in the regional education system as of 30 September of the calendar year. Who must compile this report and what are the most important changes for 2023?
Who compiles the statistical report
P 1c-01?
Statement P 1c-01 is compiled by Schools and educational institutions in the regional education system, which are registered in the register of schools and school establishments established by the Ministry of Education and Science (Ministry of Education, Youth and Sports), region, municipality or a voluntary association of municipalities, which, as at 30 September of the calendar year reward their employees with a salary By
§ Section 109(3) of Act No. 262/2006 Coll., the Labour Code.
The statement is not to be completed by organisations that have suspended or terminated their activities as of 30 September of the calendar year and remunerate their employees from sources other than Chapter 333 of the state budget. School organisations established by the Ministry of Education, Youth and Sports do not complete Sections IVb., IVc. and VIII.
Before sending the P 1c-01 statement is important, that the organisation first sent the P 1-04 statement. The statement shall be sent electronically no later than by 15 October of the calendar year. If there are any changes to the P 1-04 statement, both statements must be resubmitted.

Important changes for 2023
National Recovery Plan under the Ministry of Education and Science
Funding for tutoring from the National Tutoring Plan project ended on 31 August 2023. It is now possible to fund tutoring from the project Promoting equal opportunities, which also falls under the National Recovery Plan under the Ministry of Education and Science.
Funding from the National Recovery Plan has separate source of funding 14, Alternatively 04 if they are replacements for teaching staff who are ill, on sick leave or on ordinary leave between maternity and parental leave.
Tutoring within the project Promoting Equal Opportunities can be carried out under both an agreement outside the employment relationship and an employment contract. Hours of direct teaching activities that are funded by the National Recovery Plan will not be reported in Sections IVb. and IVc. in the P1c-01 statistical report.
School speech therapist
On the basis of the amendment to Act No. 563/2004 Coll., made by Act No. 183/2023 Coll., Effective from 1 September 2023, is New feature introduced of a pedagogical worker and that is school speech therapist.
School speech therapist belongs to the group of special educator. Financing and reporting in statistical statement P1c-01 is governed by the same rules as a special educator. School speech therapist is reported in statistics P1c-01 with profession code 5 if he or she does not perform the activities of a teacher with a special educational specialization.
Ukrainian teaching assistant
Ukrainian teaching assistant is funded by the SR except for PO, ESF and NPO, that is, it is reported with funding source 11, or 01.
This the position has been established for the period 1. 1. 2023 - 31. 8. 2023, it is now possible extension until 31 December 2023.
In the P1c-01 statement reported with occupation code 4. If the activity of the Ukrainian teaching assistant is carried out under an agreement outside the employment relationship, the hours of direct teaching activity will not be reported in the P1c-01, Section VIII.

To generate statistics correctly it is important to have the correct data settings in the program a the current version of the program AVENSIO SW (version 3.3.2.8.).
