The Information System on Average Earnings (ISPV) is a statistical survey monitoring the earnings level and working hours of employees in the Czech Republic.
What is the purpose of the Average Earnings Information System?
The data obtained from this statistical survey are included in the programme of statistical surveys announced by the Czech Statistical Office under the title Semi-Annual Survey on Average Earnings.
For this year, the statistical survey programme is modified by the Decree of 12 October 2023 No. 316/2023 Coll., on the Statistical Surveys Programme for 2024.

- Gross monthly wage or salary
- Hourly earnings
- Rewards
- Surcharges
- Replacements
- Structure of time worked and not worked (overtime, sickness, holidays)
Who are the respondents of the statistical survey?
Respondents ISPV statistics are organisations from the payroll a salary spheres.
In the salary sphere is data source statistics Information System on Salaries (ISP)reported by organisations where employees are remunerated by salary, on a half-yearly basis.
Respondents from payroll (business) Spheres are active economic agents. For economic operators with 1 to 249 employees the survey is carried out on a sample basis, for organisations with 250 or more employees there is a blanket survey.
For organisations with up to and including 249 employees the selection is random. The selection is based on the size of the economic entity, the region and the sector of economic activity of the organisation.
The organisation selected for the statistical survey receives a letter inviting it to participate in the statistical survey and informing it of the procedure to be followed.
Frequency of the statistical survey
Statistical the survey is carried out semi-annually (a change from previous periods when the survey was conducted quarterly).
For the first half of the year, statistical data are collected by the 25th day of the calendar month following the end of the calendar half-year. The collection of statistical data for the whole calendar year shall take place by the 25th day of the calendar month following the end of the calendar year.
Intermediate terms for reporting statistics for the period 2024 are So 25 July 2024 a 25 January 2025.
Data for an economic operator are sent once a year.
Structure of reported data
Data are sent to the survey electronically in one of the following formats:
- *.xml
- *.txt
- *.dbf
The economic entity data sent once a year includes identification data, information on the majority owner and information on the collective agreement.
Information on employment relationships Staff are sent semi-annually via the MP file. The MP file contains information on employment relationships, wage and working time characteristics, and job characteristics such as year of birth, gender, education.
Sending data
To check and send encrypted data Serves Internet Acquisition Programme (IPOP). This programme can be found on the Average Earnings Information System website under this link. Data exported from payroll software can be loaded into this program, but it is also possible to enter the data manually.

The statistical survey is carried out on behalf of the Ministry of Labour and Social Affairs by Trexima, s.r.o.
